Owen founded RGC after more than a decade in senior regulatory positions, where the same pattern kept recurring: issues arising because responsibility fell between the cracks, and because the work relied on manual templates and processing.
RGC was established to challenge the norms of legal practice, offering legal, financial and regulatory support backed by frontier AI tooling and senior practitioners.
Owen has regulated some of Australia’s largest capital market transactions, built surveillance and enforcement systems in national security contexts, shaped new regulatory regimes and designed legislative reforms. He has sat on the side of the desk that writes the rule, administers it, and decides whether to act on a breach.

We are not a software company, and we are not a conventional hours-driven law firm.
